War Clouds Gather!, the 1917 U.S. World War I (WWI) recruitment poster ("'Manhood willing but unarmed'"; "Help the Navy - Join the Navy League"; "Local headquarters") encouraging men to join the Navy League, and featuring Steve Roberts artwork of a Navy sailor with a bugle. The Navy League of the United States (commonly referred to as the Navy League) is a national association which was founded in 1902, at the suggestion of Theodore Roosevelt. The civilian organization advocates for a strong, credible United States Navy, United States Marine Corps, United States Coast Guard and U.S. Merchant Marine.

Overall Condition and Pre-Restoration Defects with Quality of Restoration: very good. The poster had minor wear on the folds. It had two slightly diagonal creases in the upper part of the image and a scuff line in the lower right of the bottom tagline area. Overall, the poster was in very good condition prior to linenbacking. The restorer backed the poster "in the European style", meaning that they did not do restoration to the defects described above.
