Bayer was an Austrian and American artist from the 1920s to the 1980s. After training and apprenticing at the Bauhaus (the famous German art school), he worked for the Nazi regime until 1938 when he decided to emigrate to the United States. In 1942, Nelson Rockefeller, director of the Office of the Coordinator of Inter-American Affairs, commissioned Bayer (and three others) to produce propaganda posters based on the four freedoms President Franklin D. Roosevelt mentioned in his January 6th, 1941 State of the Union address. The goal was to gain Central America's support against the Axis powers and to strengthen the anti-Hitler coalition.
