Edgar Hoover, long-time head of the FBI; about an older lady who is the head of a gang of crooks; she is based on the real life "Ma Barker", but the names were changed in the movie, no doubt to protect the innocent) starring Ralph Bellamy, Blanche Yurka (in the title role as Ma Webster), J. Carrol Naish, Jeanne Cagney (billed as "Jean Cagney"), William Henry, Richard Denning, Paul Kelly, and James Seay. Note that Blanche Yurka is best remembered for playing the evil Madame De Farge in 1935's "A Tale of Two Cities", and she matched that performance in this movie!
