Observations and debates across the African continent have highlighted the fact that women have gained key milestones in the right to vote, and measurable success on the right to be voted for public office. With regard to women in parliament, Sub Saharan Africa today stands at 23.1% slightly above the global average of 22.7%. This presence has been gained through actions variably including: electoral reforms, legislated, and voluntary quotas as well as mobilization by the women's movement and other civil society actors. As periodic elections across the continent become more of the norm, this increases the opportunity to engage and institutionalize women's right to be voted as public actors. Uganda has made relative strides in relation to women's active involvement in electoral processes. This has been attributed to several processes, including the government policy (enshrined in Article 32 of the Constitution) that instituted affirmative action for women at all levels of the political structure. The affirmative action policy provides for a minimum 30% inclusion of women in Local Councils (as councilors) and a mandatory woman MP seat for each district (The Uganda Constitution, 1995).
