The poster was printed by the Department of Commerce of the Bureau of the Census. Note that until the 1940s, birth certificates in the United States weren't common at all! However, during World War II, defense-related plants hired millions of workers. By law they could only hire American citizens, which many could not prove because they were never issued birth certificates! Most women still gave birth at home, so hundreds of thousands of births went unrecorded every year. In 1946, the National Office of Vital Statistics took over issuing birth certificates, and several magazines and newspapers published articles educating people on the need for these documents.
